Thomas S. Foley est un politicien et diplomate étatsunien. Il est diplômé de l'Université de Washington. Il a été admis au barreau en 1957. Il a occupé la fonction de porte-parole du parti démocrate au Congrès de 1989 à 1995. Il a ensuite été ambassadeur des Etats-Unis au Japon.
